Samuel L. Tappan

From the press release:
National Archives Confirm Authenticity of Third and Last-Remaining Copy of Treaty of Bosque Redondo

Samuel L. Tappan (1831–1913), an officer with the Indian Peace Commission, was one of the authors of the Treaty of Bosque Redondo. The recently verified copy is in his own handwriting and is in the possession of his great-grandniece, author and historian C.P. “Kitty” Weaver. Weaver wrote ""Thank God My Regiment an African One: The Civil War Diary of Colonel Nathan W. Daniels" (Louisiana State University Press, 1998) about another relative and is presently at work on a biography of Tappan.
