Tappan copy of Treaty of Bosque Redondo 3

From the press release:
Third Original Copy of Navajo Treaty of 1868 Donated to Navajo Nation

The Tappan copy of the Treaty of Bosque Redondo is secured with a faded red ribbon, or tape, as was the custom for government documents in the 1800s. This practice is the origin of the expression “red tape” to denote government bureaucracy.
